Chevy Chase's new cigar lounge—the Civil Cigar Lounge, inside the
recently remodeled Chevy Chase Pavilion on Wisconsin Avenue—is up and
running, and the clientele has turned out to be "surprisingly

any given night, we're averaging 35 percent, 40 percent women,"

The decor—like the cigars

During
a regular meeting of the Bastrop County Commissioners Court on Jan. 28,
the commissioners unanimously approved a renewal of the county’s
contract with Seton Smithville Regional Hospital for the Bastrop County
Indigent Health Care Program.
Under the agreement, Seton
Smithville agrees to be the mandated provider for the program and will
continue the “medically necessary and in-patient and out-patient
hospital services within the scope of its licensure.” Also, all
medically-necessary transfers for indigent health care recipients will
be arranged “in the same manner” as is currently established for all

Austin for the air-handling system for the Bastrop County Courthouse.

will give the county a discounted labor rate and furnish parts “at

ship, and government surveillance flights would also monitor its
location.
Transport Canada has said the ship is not expected to

Reza Shoeybi said he and his uncle Saeed
Shoaibi, both of Toronto, became co-owners of the Lyubov Orlova after
Hussein Humayuni, a family friend and Iranian scrap merchant, bought the
ship for $275,000 in a Federal Court process last year in Montreal.
Shoeybi
said Humayuni struggled with the payments and that the other two men
invested a total of more than $400,000 getting the vessel ready to be
towed to the Dominican Republic for scrap, and they expected to make
between $700,000 and $800,000 depending on metals markets.
It
wasn't ideal to set out in mid-winter but Shoeybi, 32, said he felt
pressured to get the vessel out of the harbour as soon as possible or
risk having it seized by the courts.

Sought to improve safety for officers at state prisons
Gov. Nikki Haley wants
South Carolina lawmakers working on next year’s state budget to come up with an
additional $18 million for the state Department of Corrections to improve safety
for state corrections officers and the public.
She included the money in her budget proposal after two hostage situations at Lee Correctional Institution in Bishopville last year. A corrections officer was stabbed during one of them.
In her State of the State address on January 16th, Haley said, “As a legislator, it was always my belief that giving money to corrections was giving money to criminals, and that there were better, more noble places our tax dollars should go.”
Now, she says, she realizes the money isn’t going to prisoners; it’s going to the officers and protecting them.
Lee Correctional Warden Michael McCall says,If we don't carry the bobblehead you want we can make a personalized bobbleheads for you! “Locking up an inmate and throwing away the key? I was raised that way, too. That doesn’t work. These guys are going to be our neighbors someday, and just locking ‘em up and throwing away the key is not making them a better human being.”
The additional money the governor is asking for would build two guard towers at Lee, which now has none. The towers would allow officers to not only watch for inmates trying to escape, but also let them watch for friends and family members of inmates coming up to throw contraband over the fences.

"We were looking for someone that wasn't a typical fashion photographer,wind turbine" said Pirelli's Fabia Snider. "We weren't interested with photographers who had celebrities all over their sites. We were interested in Steve because he's worked around the world and is like an anthropologist. We wanted someone who could capture not only the beauty in the landscape and the beauty of the women, but also the soul of a country. They wanted him to isolate the changing nature of this vibrant country and document its unique strengths. For McCurry, who had been to Brazil many times before, Rio gave him a multitude of options filled with color, energy and soul, not only throughout the cityscape, but within its people. With this 2013 edition I believe that he succeeded on every level.

A crack has opened in St. Petersburg's long-standing refusal to let
the Tampa Bay Rays explore possible new stadium sites in Hillsborough
County.
City Council member Charlie Gerdes placed a proposal on Thursday's council agenda that would give the team three years to investigate new stadium sites in either Hillsborough or Pinellas counties in exchange for a payment equal to the city's annual operating subsidy on Tropicana Field,Nitrogen Controller and Digital dry cabinet with good quality. currently about $1.42 million.
Mayor Bill Foster has refused to allow any stadium negotiations outside Pinellas County — citing the Rays' obligation to play at the Trop through 2027 — but pressure has mounted in recent weeks as the Rays presented their case to county commissions on both sides of the bay.
Gerdes' proposal comes in the form of an amendment to the Trop contract, which is under the control of the council.
It would require that the team first explore a recently proposed site at Carillon Business Park — which the Rays have already agreed to as long as they can make a region-wide search.
An annual "Exploration Fee'' charged to the Rays would be tied to the city's operating subsidy on the Trop for police and insurance. Under the amendment, the Rays would pay last year's $1.42 million tab, or the previous year's operating subsidy, whichever is greater.
The Rays also would have to acknowledge that the amendment would not waive the city's right to enforce the Trop contract, in part by reaffirming critical language in it that states that breaking the contract would cause "irreparable harm and damages that are not readily calculable in monetary terms.''

But after the team's downtown waterfront proposal fizzled in 2008, owner Stuart Sternberg has refused to examine any new sites in Pinellas — including CityScape's Carillon proposal — unless he can explore Hillsborough as well.
Tampa Bay will never be more than a mid-level market, Sternberg said last week, so any new stadium needs to be in the "pitch perfect" location.
Council member Steve Kornell also took a negative view of the proposed amendment, reiterating his position that the Rays should thoroughly examine Carillon, the downtown waterfront and other Pinellas sites without any preconditions.
"Our citizens have hundreds of millions of dollars invested in the Trop and 15 years left on the lease, I don't think it's such a horrible thing to ask for you to start here,'' Kornell said. "If I am convinced by those discussions that they should look at other locations, then I would be willing for them to look elsewhere — but not before.''
Kornell said he would like more details about why a St. Petersburg location would not work. For example, the Rays said last week that St. Petersburg residents and companies hold only 300 full season ticket accounts, which translates to about 800 tickets a game.
"What they didn't say was how many corporations based in Tampa are buying tickets right now,'' Kornell said. "If this is a regional asset and they are not buying tickets, then they are putting us in danger of losing the team.''
Kornell did say he would like to invite the Rays to present their position at a City Council meeting, "so I can ask some of these questions.''
In the past, Foster and City Attorney John Wolfe have discouraged such a public meeting, fearing that statements by council members could weaken the city's legal position. Fear remains hindrance to safe schools
We are all on probation awaiting the time when we know our children
are in a perfectly safe school environment and have no or very little
fear of violence in our schools.
We simply cannot risk a recurrence of what happened in Newtown, Conn., and continues to happen in schools around this country.
Students, parents, families, teachers and others must be genuinely fearful to go to schools. What was formerly a happy place to be is now a source of danger.
This is a problem we have had for many years. We in the United States have buried our hands and heads in the sand and do nothing about it. Our immediate short-term reaction of fear and disbelief seem to be winding down. The long-term effect of violence in our schools will go on forever until we come up with a solution that has top priority for us, namely, safe schools, which our children are mandated to attend.
This issue has received much publicity, including two articles recently in The Standard-Times entitled "Could shooting be a gun-control tipping point?" (Dec. 16), and "Some Republicans say gun control should be debated".
Today, this problem is a national disaster of top priority. It should not take a second place to any other consideration. The proposed solution by the National Rifle Association and particularly leader Wayne La Pierre to use more guns in schools is the exact opposite of what we need to preserve safety in an educational atmosphere.

There is massive data available from responsible experts as to how these acts of sudden violence could be reasonably prevented. In no study has the ownership of guns been an option. Most countries in the world can be proud of never having any violence in schools and do not use guns as a source of protection. With all the sources of professional security surveillance available today accompanied by mandatory background checks on those seeking access to schools, sufficient time for warnings of danger are available for school safety. Contrary to the law of Massachusetts and the support of the NRA, mental health records must become available in any background check.
If the United States can create the system, talent and the genius to bring a man to the moon and back safely, it certainly can create the mechanism to bring a student safely to a school and back home again.
It is true that an opinion from the U.S. Supreme Court (5-4) acknowledged that a citizen under the provision of the Second Amendment had the right to bear arms and it was not constitutional for the District of Columbia to abridge citizens of that right by any law of the District of Columbia.
The decision had nothing to do with safety in the schools. Although a person now has a constitutional right to bear arms, so does a student have a right to go to school and return without the danger of someone else using their right to bear arms.
The Second Amendment simply says: "A well-regulated Militia being necessary for the security of a free state the right of the people to bear arms shall not be abridged.
Schools are not yet a militia, and what may be needed for a militia is not needed for a well-regulated school.
Despite the favorable ruling for "gun owners" from the U.S. Supreme Court, the ultimate battle between them and the safety of children might not yet be over if gun owners pursue their interest in having guns in schools for reasons of safety. Guns should be off the agenda as a means of protecting students in the classrooms.
Our term of "probation" continues and the fear of school violence remains with us until this can be resolved.

Students, parents, families, teachers and others must be genuinely fearful to go to schools. What was formerly a happy place to be is now a source of danger.
This is a problem we have had for many years. We in the United States have buried our hands and heads in the sand and do nothing about it. Our immediate short-term reaction of fear and disbelief seem to be winding down. The long-term effect of violence in our schools will go on forever until we come up with a solution that has top priority for us, namely, safe schools, which our children are mandated to attend.
This issue has received much publicity, including two articles recently in The Standard-Times entitled "Could shooting be a gun-control tipping point?" (Dec. 16), and "Some Republicans say gun control should be debated".
Today, this problem is a national disaster of top priority. It should not take a second place to any other consideration. The proposed solution by the National Rifle Association and particularly leader Wayne La Pierre to use more guns in schools is the exact opposite of what we need to preserve safety in an educational atmosphere.

Most countries in the world can be proud of never having any violence in schools and do not use guns as a source of protection. With all the sources of professional security surveillance available today accompanied by mandatory background checks on those seeking access to schools, sufficient time for warnings of danger are available for school safety. Contrary to the law of Massachusetts and the support of the NRA, mental health records must become available in any background check.
If the United States can create the system, talent and the genius to bring a man to the moon and back safely, it certainly can create the mechanism to bring a student safely to a school and back home again.
It is true that an opinion from the U.S. Supreme Court (5-4) acknowledged that a citizen under the provision of the Second Amendment had the right to bear arms and it was not constitutional for the District of Columbia to abridge citizens of that right by any law of the District of Columbia.
The decision had nothing to do with safety in the schools. Although a person now has a constitutional right to bear arms, so does a student have a right to go to school and return without the danger of someone else using their right to bear arms.
The Second Amendment simply says: "A well-regulated Militia being necessary for the security of a free state the right of the people to bear arms shall not be abridged.
Schools are not yet a militia, and what may be needed for a militia is not needed for a well-regulated school.
Despite the favorable ruling for "gun owners" from the U.S. Supreme Court, the ultimate battle between them and the safety of children might not yet be over if gun owners pursue their interest in having guns in schools for reasons of safety. Guns should be off the agenda as a means of protecting students in the classrooms.
Our term of "probation" continues and the fear of school violence remains with us until this can be resolved.

PHCC offering students, residents opportunity to live
Ever since Patrick Henry Community College Professor Gerry Bannan
studied in Rome, he has hoped for an opportunity to share the
experience with other students and aspiring artists.
Now, with the help of another art teacher with a local connection, he is getting that chance.
PHCC will offer its first study abroad program from June 4 through July 16 in Todi, Italy, for a class of about eight students, the school has announced.We sell 100% hand-painted oil paintings for sale online. “This is about students moving to this town (Todi) and integrating themselves into the community,” said Hall, a Martinsville native and graduate of Fieldale-Collinsville High School. She is a visiting assistant professor at Hollins University in Roanoke, as well as the creator and program director of Hollins’ study abroad program in Todi.
Hall went to Todi as an undergraduate landscape painter and “fell in love with the place,” she said. “When I landed there I knew I wanted to work on making the place a part of my life.”
Hall moved to Italy after graduate school at American University in Washington and spends about half of the year there. She spends the rest of the time in Roanoke.
Both Hall and Bannan referred to the program is “immersive.” Part of that involves learning from local artists, restorers and historians.
Bannan, who also lives in Roanoke, started discussing with Hall the possibility of creating a study abroad program in Todi last semester.
“We started talking about it nonchalantly, and (Bannan) mentioned that they should try to get kids from Martinsville there,” Hall said “Gerry and I just started putting our heads together on how to make it happen.”
Hall, who developed the Hollins program in 2005, will teach humanities and Bannan will teach painting during the course. Both Hollins and PHCC students will be in Todi at the same time, Hall said, which made it easier for she and Bannan to set up PHCC’s program.
By already being in Todi with Hollins students, Hall said, “I could help Gerry work out the logistics for his group.”
Hall now is an abstract painter. A collection of works based on her experiences in Italy soon will be displayed at The Taubman Museum of Art in Roanoke, she said.
Both Hall and Bannan stressed that an interest in painting is not a prerequisite for the program, only an interest in learning about other cultures. Bannan also cautioned prospective students against assuming such a trip would be out of reach for them.
“I think sometimes my student population feels it’s too remote for them to expect to be able to do (this),” Bannan said. “We want to make sure people have the opportunity.”
According to PHCC’s flyer for the program, the total cost for the six-week study is $4,740. However, that amount does not include airfare, Bannan said. Financial assistance also may be available, he added.Solar Sister is a network of women who sell solar lamp to communities that don't have access to electricity.
Bannan said he doesn’t want to “let cost discourage people from at least finding out about it. It can be a wonderful component to a traditional student’s academic career.”
This was Lincoln's summer home, where he and his family escaped Washington's heat and humidity. Located on a breezy hill three miles from the White House, it was the 19th-century equivalent of contemporary presidential retreats like Camp David. A statue of Lincoln and his horse evoke his daily half-hour commute to the White House on horseback. He first visited the house three days after his inauguration and last rode to the site the day before he was shot.
Wagonloads of furniture were brought here each summer from the White House. But unlike many historic sites, the house today is not filled with furniture or personal items, and that's the point. Guided tours of the mostly empty rooms emphasize Lincoln's ideas and the people he encountered during his stays here and on his daily rides, from favor-seekers and foreigners to former slaves and soldiers. You'll stand in the room where he read Shakespeare and the Bible, hear about his meetings with the secretary of war, see the view from the porch that once offered a clear sightline all the way to downtown Washington, and walk up the stairs where his footsteps were heard when he couldn't sleep. Through April 30, an exhibit here displays one of just 26 existing signed copies of the Emancipation Proclamation.
