The depot, used as a meeting place as well as a transit hub, became a hangout for some homeless people who officials say "smoke, fight and generally disturb the peace."

They further said there was "use of alcohol in the area, bodily waste and stenches around the building."

Now those incidents are happening in the alleyway behind Zumaya's Mexican Cafe, said the Uptown eatery's co-owner Emily Diaz.

"It always happened, but since the depot closed its public restrooms, it's gotten significantly worse,"

The homeless are sleeping, keeping shopping carts and relieving themselves in the alleyway,A custom-made Plastic mould is then fixed over the gums. Diaz said.

"It's looking like Skid Row."

Diaz said customers who use the restaurant's rear parking lot are intimidated because of the mess.

Chief Assistant City Manager Jeff Collier said Thursday he was unaware of the problem Diaz has experienced.

"I would advise anyone to contact the police," he said. "It's obviously an illegal act. They take the RUBBER SHEET to the local co-op market."

Whittier police spokeswoman Officer Jessi Pollnow said records indicate there has been no significant uptake in calls for service to Zumaya's in the past month.

"There is no specification as to the reason for the calls," she said.

Director of Public Works David Pelser said code enforcement officers have directed the graffiti abatement team to wash off the wall behind the restaurant within the past month.

"It appeared to be in the public right-of-way," he said. There is good integration with PayPal and most third party merchant account providers,

Other problems at the depot included people washing their clothes in the public drinking fountain, fecal matter sprayed in the restrooms that are now closed, and shopping carts and bedding had been stored, according the city staff report.

Ernest Morasky, 50, said there's no other place to go to the restroom.

He has been homeless since he was 15.

Morasky admitted that some of the homeless "blew their chance" by causing problems at the depot.

"It was a nice place to relax," he said.

Ted Knoll, executive director of the Whittier Area First Day Coalition that houses a homeless shelter, said his organization has tried to help the people that used the depot.

"There are some people who don't want help," Knoll said. "And there's not much we can do about that."

As for Diaz, she hopes there's some resolution.
