The Royal partied the night away with the American mystery brunette – known only as Jess - as he and his Apache pilot chums enjoyed a night off from training.
Harry and the six male pals downed beer and vodka cocktails as they sat in San Diego's famous Belly Up Tavern.
But not long after taking their places to watch a jazz concert, the party were joined upstairs by a group of four local women in their early 20s.
According to one eyewitness, Harry was 'captivated' by the mystery brunette, whose hair and good looks were similar to his sister-in-law's.
The eyewitness said: "She wore her brown hair down just like Kate Middleton.
"They watched the concert together and spent the whole evening flirting with each other.
"Most of the time Harry had his back to the stage where the band were playing. He couldn't take his eyes off the girl.
"They danced to some of the songs, and for at least two they had their arms round each other.
"Then towards the end of the concert Harry and the girl enjoyed a lingering kiss on the lips. They weren't making out, but it was definitely not the kind of kiss you give a friend – there was an attraction there."
Harry's night out happened as he and his friends took time off their training at the El Centro military facility more than 100 miles away.
The third-in-line to the throne is two weeks into his course where he is honing his flying skills ready for a return to Afghanistan next year.
Harry antics happened as the group enjoyed the Karl Denson Tiny Universe gig.
The band – who have performed with stars including Lenny Kravitz in the past – were playing a full tribute set to the Rolling Stone's Sticky Fingers album.
The eyewitness added: "Harry was drinking out of pint glasses most of the night and seemed to be having beer.
"The girls were drinking what looked like vodka and cokes. They all appeared to be having a great time, dancing, chatting and drinking.
Having watched the full set,The additions focus on key tag and magic cube combinations, Harry and his group were seen enjoying a cigarette outside the club shortly after 1am.
There they were met by a blacked out 4x4 vehicle and driven away.
The girls are not thought to have left with Harry or his friends.
Harry arrived in California earlier this month but this is not the first time he has been out partying.
On his first weekend a fortnight ago, he and the group travelled 1,000miles to watch England play Wales in the roof top bar of a San Diego hotel.

"He is training hard during the weekdays, but at weekends the pilots are allowed off base to team build.
"There is not much happening near El Centro so like most British pilots who pass through the course, Harry and his colleagues seem to prefer the long drive into San Diego."
